a guardrails changelog release, not a launch: the new `permissions.blockWritesOutsideWorkingDirectories` setting makes Write, Edit and NotebookEdit refuse paths outside the working directories in every permission mode, and idle 200K+ token conversations in VS Code and the Desktop Code tab now get compacted so a summary is used when the prompt cache has expired. It also fixes sessions hard-failing turn after turn when an org admin caps a model's effort level (now lowers the effort, retries, and says which level it used) and `claude -p` exiting 0 with no output on startup failure (now prints the error and exits 1).
